(This is an old strategy. I think I could do better now.)
This can be done amazingly fast if the Ambassador goes to the correct safe. The four safes are in the first offices to the left upstairs or downstairs and the last offices to the right upstairs or downstairs. Don't bother trying to get the best time if he goes anywhere but the downstairs office on the left. Just restart your level. You can get close at one of the other safes but 10 seconds is still 10 seconds.
Wield the 9 mm SD while running up the stone steps to your right. Stop and take out the waiter on your right at the top of the stairs. Take his key and his clothes. Then turn around and run to the left to the front of the nearest building and then to the sidewalk. Turn right at the front of the building and run past the building to the metal gate in the wall on the other side of a gap. Veer out to the sidewalk while running past this gap and the guard who is facing the other way in that gap will probably not hear you. Open the gate and run straight for the front door of the ambassadors mansion.
Open the front doors and walk past the guard staying a little to the right to avoid suspicion. Veer to the left and head for the double doors on your left. Always walk maximizing the distance between you and any guard to avoid suspicion. Open the doors and walk through but stop, turn and close them quickly and then turn and start running down the hallway. Run to the end and turn right then right again at the end of that. As you turn right, the general will either be in the hallway in front of you or in the room just to your right. Take him out and the maid in the room. As per your gun safety rules, be aware of what's behind your target, the general, when you fire your weapon. If you miss and hit the door at the far end of the hallway, a guard will come through it in a few seconds.
Run back the way you came and after you get to the long front hallway you should see the Ambassador coming toward you in the hall. Make sure the door behind him is closed and then take him out with the 9 mm SD and grab the combination.
Note: If he's not in the hallway or the office closest to the front door in that hallway, then check your map and if he's going to a different safe, good luck. I'd restart my level at that point and try again until he shows up there for the best time.
Run into the office with the safe on your right and open the safe and grab the briefcase. Run out of the office to the right and run through the first set of doors to the second. The best time is achieved by running through those doors and running out the front doors but you also want to watch out for the Spetznaz dude. You don't have to kill him to finish the level but he is very aggressive and could cost you a lot of health if he ends up behind you in the front hall or at the front door. If you've wasted no time he may very well be right in the front hall as you run through those doors and you should take him out on your way to the front door. Don't waste time shooting the guards though because they won't be able to do much damage before you're outside.
Anyway, run out the front door and head diagonally to the left to the same gate you came in. After you go through the gate the guard will probably be right at the front corner of the building to your left and you'll have to shoot him in the head. Watch out for the Spetznaz dude if you haven't killed him yet as he may be running along the sidewalk coming from the right and he wants the briefcase real bad and will try to kill you.
After you kill the guard by the building on your left just run straight to the boat. If your really late coming out of the Embassy building, the Spetznaz agent may be waiting for you along the far side of the building closest to your boat. Take him out there if he gets in your way.
