Run to the right up the stairs and across the street to the right of the garbage bins on the other side of the street. Run around the right side of the garbage bin and straight to the angle between the insides of the two bins facing the street. Quickly pick up the sniper rifle and ammo out of the box. Turn to the right, wield the 9 mm SD, take one step to the right and take out the guard who is standing by the corner of the building.
Run to the guard and drag the body back so it's not quite so out in the open, if necessary. Take his clothes and turn around and run back past the bins and onto the sidewalk. Hug the brick wall on your left and then start walking about halfway down the wall. There will be two guards standing in the entrance to the park. walk closer until you can just see the first one and take him out. Walk closer until the second guard naively walks over to check the first and then get him too.
Walk into the park a few feet. There will be guards at the next entrance to the right and if one of them is inside the park you might be able to position yourself so the closest one is on the other side of the large tree between your positions. Now wait.
Eventually, the two targets will enter the park at the two farthest entrances and converge at the center on the opposite side of the center plaza from you. As they get close to each other, kneel and raise the sniper rifle. When they are standing one behind the other, shoot so the bullet passes through both of them.
Quickly shoulder the weapon and run back to the boat. My time = 3:20
Update: While that last description was very clever and all, it did not give me my best time. I was able to get the time below by waiting until the second target had just entered the park, shooting him and then shooting the other target on the run as he fled. I'm very surprised I was able to hit the second guy on the run the first time I tried it. I don't know how hard it would be if I had to try it again. The sniper rifle does have good arrival time, unlike the 9 mm. When I fire it there is no delay before the projectile hits the target like there is with some of the other weapons, so aiming at a running target from that distance is at least possible.
