There's a brilliant way to get Silent Assassin on this level in 3 minutes and 28 seconds but it involves taking a single sniper shot and I'm minimizing shots in this challenge so I'm choosing to use the non-brilliant method, otherwise known as the dual car-bombs. It takes over eight minutes but I'm not counting time in this challenge and the rest of the stats are amazingly good considering you're blowing up two carloads of people. I've never tried to keep the SVD using the 3 1/2 minute method because it gets a little crowded right at the end there but it might be possible. You can definitely get it using the dual car-bomb method if you time it right but it's just a lot more straight forward getting it in St. Petersburg.
Run across the street directly to the dumpsters and hide right at the agency drop until the first guard goes away. Meanwhile get the two car bombs out of the shopping bag. As soon as the guard heads back, go around the right side of the dumpster out to the manhole as nonchalantly as possible and casually climb into the sewer. Every once in a while, one of the guards back to my left gets bent our of shape by this but I can usually make it down the hole.
Go to the main sewer, turn left, cross the bridge and go to the right and turn into the next lateral on your left. Follow this to the next main, turn left, cross the bridge and keep going to your left down the main sewer. Turn right into the second lateral on your right. If your looking at the map, this will be the third lateral from the right off the top of this main but after you cross the bridge, you only pass one other one before you turn right into this one because there's one to the right of the bridge. Go up the ladder at the end, turn right and conceal yourself behind the corner of the wall to the Northeast of the manhole.
Wait here for the chauffeur. He will come around the opposite corner and relieve himself in the corner. Sneak up behind him and take him out with the fiber wire. Steal his clothes and run back to way he came, left around the corner and start walking when you get to the corner near the street. Walk straight to the limo and plant one of the bombs.
Now usually I walk back around to the manhole behind the building to make my exit but I have just dropped down into the one next to the car without incident before, I'm guessing that cuts a little bit off the time so if I ever try to do a stopwatched silent assassin challenge, I'll be sure and do it that way. So get back in the sewer and head back the way you came to the lateral between the two main sewers. Turn right and then use the first bridge to cross over to the other side of the main. Keep going and turn left down the last lateral. Follow it to the end and go up the ladder. At the top you will run right into the bottom of the car so just plant the bomb and head back down.
Head back to the manhole you first went down at the beginning and then head back to the boat and wait for the explosions. If you want to get the SVD on this level, just make sure the wandering guard is headed away from you, get it out of the agency drop and stay well to the South when you cross the street to go to the boat.
