I already know a way to improve my stealth on this level but I haven't played it through that way. I did get Silent Assassin using the method below though.
Start this level in the Train station and head to the right to the lockers at the end. Go to the second locker from the left on the bottom row of the opposite wall in front of you and open it. Make sure no civilians see you when you pick up the sniper rifle and ammunition. Unwield the rifle and step behind the lockers to your left immediately before anybody sees you with the rifle.
Make your way along the right hand side of the room toward the stairs using the walls and arches to stay out of sight of the civilians in the station. When they're not looking or are far enough away, go up the stairs and they will not follow you.
Make your way up the long stairway that looks like a broken escalator using the left side. At the top, slow down and keep to the left behind a corner as there are two guards here to negotiate. Wait for the hall guard to come up the stairs and walk away then start toward the stairs and when the locker room guard walks past being even with you walk down the rest of the stairs, directly to the right at the bottom and in the door to your right. Go to the next door, pick the lock and go into the sewers.
Go down to the main sewer and hang a left. Cross the first bridge and continue down the right side to the first hallway and go up it to the right. Climb the ladder at the end and go to the left at the top between the two buildings. Slow down at the end of the left building. Sneak up on the guard around the corner, use the fiber wire on him and takes his uniform.
Now head straight toward the Pushkin building behind you but as soon as you get off the rock wall, turn left and go across the street toward the near corner of the building on the other side. Stay close to the fronts of the buildings and as far from the other cops as you can and go in the middle front door of the apartment building. Go up the stairs to the third floor and pick the lock on the door to the room at the front.
