Run to the locker and open it, then check your map and make sure those two civilians are not looking your way before you grab the SVD. After you grab it, step behind the lockers, then work your way quickly toward the exit without either of the two guys seeing you with the rifle. Their movements are fairly random so you might have to run around a bit and use the ladders to the tracks to circle around to the other end or something.

Once you get out of the station, run up the left side of the escalator-like stairs and stop just before the top. Check your map and make sure there is only one guard in the room ahead to your left. Get closer and then when that guard goes behind the lockers, run down the stairs into the room and quickly step into the room on the right. Walk to the opposite door, pick the lock and run into the sewers.

Run down the lateral tunnel, turn left at the end, cross the first bridge, turn back to the right again and head up the first lateral tunnel on the left. Go up the ladder at the end and stop near the top. Check your map and wait till no guards will see you emerge from the sewer. Climb out and walk to the clothing right in front of you on the ground and put them on. Run to your left, up the little driveway and out into the circle around the Pushkin Building. I have found I can usually run and walk through the middle of the street if I don't get too close to any of the guards and don't run for too many steps in a stretch, they won't try to kill me. Hurry over to the apartment building and go in through the center doors. There is a guard climbing up and down the stairs in this building so there is a small chance you will run into him but you can check your map before running in if you want. run to the back of the building and go through the door on your left. Go through the first room and then run up the spiral staircase to the third floor. Make your way up to the front room and stop by the open window on the right. Now check your map and wait to make sure the guard in this building is at least one floor away from your position and then save your game.

Now shoulder the SVD and take out the guy in green that's closest to the window on the left. Make sure Sergei is not leaning in behind him because if you take Sergei out with him it's game over and Diana will scold you like a child. As soon as you take the shot and get "Objective Status Changed", run out through the door behind you and back down the spiral stairs. At the bottom of the stairs, turn toward the front of the building and run to the door to the outside. Stop, make sure you unwield the rifle and walk calmly out the door.

Turn right immediately and walk slowly along the fronts of the buildings and head down the hill to the street that leads back to the Metro Station. Stay on the left hand sidewalk and when you pass the first building turn left up the hill and go into the sewer. In the sewer, follow the lateral back to the main tunnel, turn left, cross the first bridge and then keep going down the main tunnel turning right into the lateral you originally came in. When you get back to the little room at the end of the lateral, make sure there's only one guard in the locker room and wait till he walks behind the lockers before running up the stairs and then down the big stairs to the station. At this point I usually don't worry about the civilians seeing the rifle but I suppose it could cost you a close call or an alert if the see you before you get to the train.

Note: You might be able to get the sniper rifle from Kirov Park but it's slightly more complicated there so just keep this one.
